no, this was done due the fact that there where so many adult websites on the .CN domains and they are trying to get rid of them.

The porn sites triggered it. Most of the whois information for .CN is simply fake or not complete. With the move to have only companies register .CN domains and providing business license you have a better chance to get to the guys registering .CN domains and using them for adult content.

They can even block selectively. They have a system which checks for keywords and when these keywords appear, the page might get blocked, but pages on the domain without these keywords will still be available.
we are talking about registering domain names not blocking content on websites which I no they do, citizens of china cannot register a domain without a business licence

I understand that this is about registering .CN domains. I only explained why they introduced this new regualtion and btw it does not say Chinese citizen need business license it says new registrations, no limitation to nationality.
