Snowe seems to have a penchant for wanting to grab headlines in three manners:
as the friend of the consumer
The champion of internet fraud
BiPartisanship
A couple things to point out from the article I referenced that I found humorous.
First, the article mentions John Rockefeller, D-WV, which is so wrong, wrong, wrong. His first name was, and still is, Jay.
And the second thing that I found funny, not in the ha-ha-ha sense of funny, but odd funny that here she is again, Olympia Snowe, R-ME, presenting a bi-partisan internet bill now that her former partner, Stevens of Alaska, is out.
The over all gist of the bill address cyber security as a potential threat to national security - and rightly so.
"Obama has sent signals that he might do just that, saying in his policy agenda that he planned to create a new federal position to oversee the government's digital defenses. The Rockefeller-Snowe bill would write that job into law, installing a National Cybersecurity Advisor in the Executive Office of the White House who would report directly to the president. "
Although I do not find the word domains mentioned, it is all about cyber security.
If cybersquatting is deemed a thread to cyber security and national security in the sense that money is being diverted away from the legitmate business, then there are some big things to be concerned about. Loosely defined terms are always subject to many interpretations and have a knack for encompassing anything someone sees fit at the time.

There are many references to commerce and cyber-crime, which would mostly concern domainers, imo.
Domains in General begin on Page 22, sec. 8.
Right now, there is too much vagueness into what would be cybersecurity and would deemed as a threat to that security.
This is a working draft and I would live to see the final bill presented for a vote.
This is just a step towards creating a corporate run internet. They don;t like the freedom of information especially right now with all of the corrupt things going on in government. They are becoming way too predictable

Don't be fooled. Threats to the internet and the root servers are considered an act of war.
The only threat I see is government stepping in, in the name of security. They've screwed up everything else business wise they might as well screw up the internet as well. I'm not fooled. I'm positive the next "terrorist" attack will be via internet. The only question is who will be behind it? Jay says we should have never been given access to the internet. So how do you suggest that he solve that problem? A cyberattack which will result in them having to take away our internet freedoms. They've been planning internet2 for years now. The only way most people will accept it is if it's forced on them in the name of "security."
They have been doing this already for years, even more so since 9-11.
The biggest threat is government itself and its bureaucracy. The former head of this department left in disgust at the way Homeland Security was handling this.
Olympia and Jay are not saying anything different than what has already been said by this and the former administration. They are merely jumping on the bandwagon and playing the good soldier role for the new commander-in-chief.
I find it ridiculous that they are co-sponsoring a bill that had already been a priority of this administration.

Olympia Snowe - let your friends know how against small businesses (and them trying to establish a presence on the internet) she is, I've even gone as far as to contact the University of Maine alumni association (where I did go to college). As much as I don't like negative campaigning I would let people know where she really stands in regards to small businesses.
I'm doing the same with Bill Nelson in Florida and I made it quite clear in letters to his office that I will NOT vote for him if he continues with these misleadingly titled pieces of legislature that will mainly punish small businesses.
Well, after this I WILL NOT VOTE FOR BILL NELSON. I want this indexed by Google. I will not vote for Bill Nelson. I want it to be quite clear that I will not vote for Bill Nelson due to him also not supporting small businesses but helping larger businesses put (well, keep) a strong stranglehold on our entire economy.
If his name is the only name on my ballot, I'll have to decide who to write in. Acro? Focus? Monty? Donny? Any of them would be able to SEE what the average Joe goes though and how to build up a business.

She trounced her last opponent I think get 72 or 76% of the vote.
The issue that these people are focusing on is being a friend of the consumer and champion that cause. And they know saying - spam bad, me good; phishing bad, me good; internet virus bad, me good - they will get the votes.
How in the hell Jay Rockefeller has stayed in office is beyond me. West Virginia has a habit of forgiving corrupt and sleezy officials. They re-elect a person who was caught taking bribes and later re-elect the Secretary of State who somehow misplaced $12 million of state lottery money. His remedy was, gee gosh darnit, I'll just resign.
