No. You can register a .EU domain through .EU Registry Services wherever you are based.
Not surprised this type of .eu nonsense is taking place, just two years ago this type of fiasco was rampant.The following categories of companies, organisations and individuals will be able to register a .eu domain:
-undertakings having their registered office, central administration or principal place of business within the European Community;
-organisations established within the European Community without prejudice to the application of national law;
-natural persons resident within the European Community.
Strange how history repeats itself......makeshifts like this are a black eye to the industry IMO.

Please never pay money for a preregistration, for Documenthandling during the sunriseperiode you can accept a fee but not for the preregistration. For all that really need or want a .eu should preregister somewhere, for example at www.EuroDNS.com to stay up2date whats going on. The .eu will be very strong worldwide, it is really historical! Europe is now a big Zone for nice business without borders, with the .eu there will be an identity for complete Europe in the Internet.
Why do people keep falling for the .eu pre-registry scam?
Sure tell a third party what names are valuable to you, good idea.
Also remember .eu requires a presense in Europe.
You won't see it live until very late 2005 or even early 2006.
If it's ready by the winter holiday season in 2005 I'll be amazed.
The bureaucracy is absolutely staggering.
Given the current time line, my guess is 2006 at the earliest for .EU to go live.
The sunrise process alone is a long, drawn out affair - to be done in two phases over 4 months.
