In brief the ICC is giving ICANN an ultimatum to get its act together and implement IDN.

This is a clear warning shot across the bows, making ICANN understand that there is an International Dimension to domaining. Effectively, it is saying that current DNS management structure, in which the US currently holds a priveledged position can only continue, if ICANN can show that it is listening and that it will deliver. Expect IDN.com to be mapping to IDN.IDN by Christmas.
