GRAND FATHERING OF THIRD LEVEL NAMES
CNNIC has implemented a Grand Fathering policy to allow existing
registrants of 3rd-level .CN domain names to secure their 2nd-level .CN
name equivalent. For example, the registrant of mydomain.com.cn will
have the opportunity to secure mydomain.cn prior to the March 16th
launch. THIS POLICY IS ONLY AVAILABLE TO THIRD LEVEL NAMES REGISTERED
PRIOR TO DEC. 6, 2002. The Grand Fathering process will occur between
Jan. 6th and Feb. 28th 2003.
If there is only one version of the third level name e.g..
mycompany.net.cn this applicant will qualify for the Grand Fathering
process. If there are two or more third level names with identical
strings but different 2nd level extension (e.g. mycompany.net.cn ,
mycompany.org.cn and mycompany.com.cn) the applicant with the earliest
creation date will qualify for the Grand Fathering process. If two or
more registrants have the same creation date the selection will be done
randomly by CNNIC in presence of a Notary Public.
CNNIC have already sent PIN codes to all three contacts listed for
particular third level domains. Registrants must contact one of the
domestic Registrars with their PIN code in order to submit an application
to CNNIC. Applications for the same registrant with the correct PIN Code
that are submitted through different registrars will be treated on a first
come first served basis. A final selection of all grand fathered names
will be done on Feb. 29th and these names will not be available for
registration on the March 16th go live date.
IF ELIGIBLE THIRD-LEVEL OWNERS CHOOSE NOT TO GRAND FATHER INTO THE SECOND
LEVEL SPACE THE EQUIVALENT SECOND LEVEL NAME WILL BE AVAILABLE ON A FIRST
COME FIRST SERVED BASIS ON MARCH 16TH.

P.S. There is also a list of reserved names as follows:
· Country names, 3-letter and ISO3166
· Chinese Government organizations and leaders' names
· Names that are for National Security
· Province and City names
· Special telephone numbers. (001), etc.
· All gTLD's and some 2nd level spaces (biz.cn, kids.cn)
· Certain famous trademarks (about 350)
· Names labeled by the UN to promote world culture, heritage.
· Chinese Universities and Colleges
· News Media as approved by the National News Office

Hey Mark - lets say I have a true .CN name *reserved* aka *pre-ordered* somewhere right now. The .COM.CN version is NOT taken. Are my odds pretty good of getting the true .CN name?
This is a very important question for me personally - and probably a few others as well.
NamePopper: I would think your chances are good as long as all three third level domains are not taken (com.cn, net.cn, and org.cn) and it doesn't turn out to be one of the reserved words.

So, what's the specific policy for claiming your .cn if you have a .com.cn name?
Yes, you can but it must be registered before 6 Dec 2002 and you must the first one to registered abc.net.cn if .com.cn and .org.cn are registered too.Originally posted by URLtrader

If you want to register abc.cn on 16 March, you don't need to own abc.net.cn or abc.com.cn or abc.org.cn.
