Not a good sign when a "Special Meeting" is called during the summer when many people are away on vacation. Something like this should only be discussed/decided in a "Regularly Scheduled Meeting". I would not be surprised to see this approved with the minimum number of members required for quorum.
Up until now, Verisign/Network Solutions (notice they're trying to forget there ever was a Network Solutions) has had their way with ICANN.
