Actually makes good sense. My initial reaction was that it would be a waste of time, as Asia switches to local scripts, but as Vietnam uses a modified Latin Character set, VN at the second level will probably hold good. Most other attempts to run an unofficial extension in Asia would probably leave you stranded with Latin characters at the second level when the first and third levels will have migrated to local scripts.
