I expect dynadot.com will be when they're back (site down currently, possibly to do with new ICANN ruling) as they were previously free. It's not cheapest place for registration though, I think it's $9.

it's $7.50 as long as you deposit $500 to your dynadot account. And that's even cheaper than moniker (who has $7.44 for .coms but also charges +4% for paypal fees).
