301 redirect problem

Normally a 301 is not a problem but what am I missing below?

Redirect permanent index.php?name=News&file=article&sid=1 http://www.domain.ca/lottery/
order deny,allow

It just ends up to be

http://www.domain.ca/?name=News&file=article&sid=1

try this if you don't want to carry the variables:

Redirect permanent index.php?name=News&file=article&sid=1 http://www.domain.ca/lottery/?

It just ends up to be

http://www.domain.ca/?name=News&file=article&sid=1
