Advice on Language Software

Hi Guys,
be grateful for any advice on Language software for a website am pushing on with.
The type i need is where you see on sites they have a few flags in the corner, usually UK flag, maybe German & Russian too.
When the person clicks the flag, the page is automatically translated into the relevant language.
My site is going to have the option so people can upload info & pics & want people of other countries to be able to read what somebody from a foreign country/language has posted.

Anybody had any experience of this?
Know any good software at reasnable prices?
