GetAFreeLancer.com is a reputable freelance site. If this is part of large project or will have many tables you should advertise for a database administrator, I'd look for someone with at least five years experience.
If your going to write your own specs, a good tool to start with is http://dev.mysql.com/downloads/workbench/5.0.html It will let you design your database tables and relations. You can then export the design as SQL that can be used to build the database, or as a starting point for a developer.

I'm looking for a custom database design that could be used for to advertise local restaurants. I'm playing with phpmydirectory, but I want something more professional. Something similar to:

That's coldfusion. But the design of the site has little to do with the design, or type, of database. It should be thought out all beforehand, as much as possible before starting the design of the site.
