The user will log in obviously, and will be given specific links as to text they can edit. On the html pages I want to be able to put a tag above and below the text they are allowed to edit. So basically I want to hide the html from them and just let them edit the page text.
There can't be any html editing on the cms end, or if there is it must be optional and not required.
The pages are plain HTML, and I don't really want to change them. I'm not making this into a database driven site because it's not necessary to do all that work to tell someone their hours of operation and entry prices.
I'd also like something that's free, as their budget after getting screwed by their previous designer is quite low.
Also, please do not send me to a site where there is no demo. If i can't see whether or not if it's going to work then I'm not going to download and install it just to find out it's junk.
Any other questions please let me know.

Cogito, ergo sum!
I found an example of exactly what I want, but this thing is in ASP. The URL is http://fuzzelfish.com/products/opensiteeditor.asp
I'll check mambo shortly.
Mambo is way too busy, too much garbage there to confuse the customer.
I was actually just playing over at siteworks, and i like their setup. too. It's a lot simpler than mambo but it costs $100 which I know the client won't go for. On top of that I'd have to add profits, time for install and setup and the list just goes on.

It is absolutely up to you. Try all the demos and select what is most convenient and suitable!
I am a novice and I find php-nuke very easy to work with.
Although there is one thing I dislike about it, I chose snippetmaster (http://www.snippetmaster.com/index.php).
As I said, the site was already designed, and I only wanted the customer to edit specific text on the page. Most of those CMS applications were a complete waste of time filled with useless crap that an absolute novice wouldn't understand.
I didn't need some script to build a complete site for me, and I still don't. That's what notepad is for. The app I chose is nearly perfect for my needs and I'd suggest it to anyone that has customers that only need to change specific text on specific pages with an extremely low learning curve and wysiwyg editing.
