    yes there is one for windows

    another good-one is phpmyadmin (web interface in PHP)

    there is also a windows app called Navicat from Premiumsoft which is good (but EMS mysql manager from the same company is buggy, stick to Navicat).
    I recommand Navicat to serious developers if you don't mind paying.
