If you're on a shared server, safe_mode is set by your host.
Those are PHP initialization settings. MySQL is a different beast.
For shared Hosting, sometimes they can be modified through htaccess. For VPS/Dedicated hosting, modify your php.ini file, generally in /home/httpd/etc/
