On my site GulfWaterfront dot com, I am wanting to get the perspective of each state impacted by this.
To me, I would personally like to have these pages as Florida.Gulfwaterfront(.)com rather than gulfwaterfront(.)com/florida.
Or does it really matter.
The reason I ask is that I would like to get the words of the domain and sub-domain in the order that they are most likely to be searched.

Doesn't matter, I've just never been a fan of subdomains and they way you have it now is fine. People are more used to typing in domain.com/something also.
Side note, I would get rid of that keyword stuffing, like on the Florida page. Google probably wouldn't pick it up on their own but a manual inspection could get you zapped. I would just put up some other type of content real quick, you can always add/make it better later.
Subdirectories / folders are far better for SEO.
florida.gulfwaterfront.com and texas.gulfwaterfront.com would be two separate sites and domains in a search engine's eyes.
gulfwaterfront.com/florida and gulfwaterfront.com/texas would be the same site and help the site's overall SEO. Just be sure that people can go from Texas to Florida easily.

Yep, plus a few years ago Google stopped treating subdomains independently.

On a serious note, while there are several valid reasons to have subdomains, Google indeed treats the domain part as the main "collapsible" result. For example, "More results from..." are returned for subdomains, whereas individual instances of full path results often appear separate within a series of results.
