1. Vbulletin has more features and most forums are powered by that.
2. I will suggest you to start with phpbb, get it growing and then upgrade to vbulletin. Thats possible.

I'm thinking about launching a Dutch forum.
Most boards I know are powered by vBulletin or phpBB. As I'm really a html/php/css/...-newbie, I was wondering:
1. Why would I choose vBulletin instead of phpBB ?
2. Can I start with a phpBB-forum and then upgrade to vBulletin ?
