For me its important with a good - yellowpages for local companys.
Also an easy to use - calender showing upcoming events.
Also an easy and basic classifieds section.
A good admin backend so its easy to update with news, images etc.

Here is an example of a 'city site' I developed for my hometown:

It may give you some ideas for your script.
For example, I used the Labrador flag as the favicon.

I look forward to seeing how your template comes along.

I am looking for a solution, but I'm not sure if I should wait or start my own development soon. (Yours both sounds promising and so its a tough decision).
