The good news is that his one site will probably make more than a whole bunch of junk sites.As I am sure you have heard 1000 times in the domain market, CONTENT is KING... So to answer your question you need content, content that provides something and that changes regularly, maybe weekly at first but eventually daily/hourly... if you check out my Site I use Facebook as a way to keep people connected. I have almost 900 fans on their and to show you the power of facebook. I released a jobs module on the site a few weeks ago. Right after i put it on their I sent out a facebook update, within 2 hours I have almost 500 views on the new jobs section... HUGE potential...
So get a local car dealer on board to list cars, and a local realtor to list houses. hook them by promising them that the listings will ALWAYS be free for them for helping you out on ground level. once you have them onboard then move on to the next stage, promotion. promote the website through local flyers, banners, maybe a local sponsorship of a kids sports team...

We've been developing a points and ranking system to help with competitive feelings on the sites.
It's tied into the social sharing tools, so it encourages link building ... which is even more important to traffic and SEO than meta tags are.

Oh ya, we also use the business name in the URL, so ... we import local businesses and setup their profile for them, allowing them to claim it. This means many of them are showing up in searches already, particularly the ones that don't have their own websites, as their business name is in our URL structure and typically in a community / geo site that is relevant to their area, so google sees it as an authority site.
