Looking for a news script

I've been looking for a news script for a new project, but I have a couple of specific requirements.

The products that I have looked at so far that have most of what I want are NewsPHP, PHPCow and sosovn.

The most important feature that I am looking for is the ability to tag an article with 2 categories at once and being able to view articles by either set of categories from the navigation menu.
The other features that I am looking at include:
- Forum integration
- Classified Integration
- Ability to target advertising based on categories.
- ability to rate and email articles
- multi-tiered user system (i.e. Admin, editor, professional writer, freelancer, etc)

I know the forum integration and advertising may have to be coded in manually, but it would be nice to have everything in one.

Also, if noone can recommend a script that can handle this, does anybody know how easy it is to modify the 3 scripts I listed above?

I didn't find this one before. but, the problem I see with CutePhp that I can see is the fact that it is a Flat File instead of MySQL. I don't think it will scale well to higher volumes...and it would be more difficult to integrate with forums, etc.

True that would be a problem..why dont you get a custom cms built?
