Please suggest a script

Hopfully someone here can point me in the appropriate direction to find this script.

I want to design a site where users can register and then upload a script, well in this case a mod they have written for phpbb, vbulletin, etc.

Then type a desciption and post it for other users to download. Posibbly would like a rating system as well.

Anyone know where I could find a script like this preferably under GPL or freeware. Thanks.
