The apache proxy is the best in your case. Apache have a proxy module, but need to careful configure it because you can open anew gate for spammers

cgi proxies when busy need a pretty big cpu. I've turned mine off at times just to give the server a break. php proxies run very smooth, use alot of bandwidth. most php proxies have hyperlinking disabled these days so spammers are looking at using whatever else is available. cgi having several connections will easily knock out your apache. One time my apache was knocked out and the entire server was downloadable from the webbrowser, even php files in their natural state.
Although cgi is the better choice for surfers it does require alot of baby sitting. So figure out what your time is worth before you put too much into it.
I suggest installing Brute Force Defender on your server if you go this route, it'll keep people from attemtping access to ssh and ban the ips with too many connections.
