Question on what script I need

Hi,
I'm looking to make a website that has lists of certain software programs with a link to their site where users rate which ones they think are the most cool, most helpful, etc. I was looking to set it up so that I could add sites to the list and also users? Do top list scripts allow me to do this(webmaster can add links/banners and users)? Any free ones out there that are pretty good? Thanks for any help you can provide.

Try at www.hotscripts.com.. If you can't find anything proper, you can always hire someone to make custom script for you..
