I'm looking for something where new talent can upload video, pics and/or audio and have them rated by the public on a talent scale.

I use phpsugar. Very good quality, and extremely reasonably priced!

You could do it with Drupal.

Modules required:

cck, views, fivestar, filefield and probably swftools with flowplayer installed.

That's all you'd need and it's free.
