An ecommerce site such as yours should attract a wide range of customers not only those who can read Chinese characters. The internet is a vast superhighway for those who wish to travel to and from different web destinations including yours. So don't block your potential customers by neglecting to provide an English version of your site. It could be a plugin or an extra software, just ask the help of a programmer if you have no idea how to do it.
Layout is good but the color...from 1-10, I'd give it 6... A bit dry for me, I don't know. Must be the pale blue shades.
