Great Idea! and by using this idea you are going to create a community that only talk about the specific region and the events and all the news related to that specific region and this keeps the people of that specific region also give them a chance to come more closer then any other source. All these are the positive points of this idea and now let me tell you the negative points of this idea. First of all there is no catch to the people of other regions to come to this forum and in such a way you are going to loose the traffic from other regions or countries also there are many but at the moment I don't have all that in my mind that is why I just share only one with you but still its a great idea.

will be hard to get this one off the ground. some seo work will go a long way targeting each region for what people might want to talk about.

I am thinking about keeping the default theme. Even many huge forums do this. News feeds can be added easily. Already started with seo work, adding url rewrite and different meta tags for each subforum.
