Need SEO freelancer
for a small commercial site.

It sells stuff from $1 to $4 on autopilot.
Traditional AdWord probably wouldn't work, since the keywords cost more than each sale.

Need a targeted traffic. I'm not sure what else I need
Offers? Suggestions?

If you let me know at what keywords you are looking at optimizing for as well as your URL we can do a preliminary analysis to see how best we can boost your ranking positions for Google.
