In theory .co.uk but I believe Nominet will start asking questions if your dump rate exceeds 20%. They are not encouraging the practice. Enom used to allow that but not anymore I believe.
For other TLDs no idea. At least the mainstream ones.
Icann's job doesn't go any further than TLD delegation. Each country is then free to set their own rules, even stupid ones.
