It all depends on the registrar really, I try to keep a log of the ones that use the "rapid transfer process" at worstregistrars.com, as far as I know, Moniker does not. It's up to the registrar to release it early or not.

Even if they do not use the rapid transfer process, some give the option of logging in and clicking on accept or deny. I think Fabulous changed to only allowing you to Deny the transfer, but some still have the option to Accept it instead of waiting.
Fabulous still allows you to accept the transfer...normally after 1-2 days. Like I said, its up to the registrar, even though they "have" the ability to "technically" do it, most do not.
