US President George W Bush has seized the initiative on climate change in a move that pleased some fellow world leaders but infuriated his environmental critics.
In a striking change of tone, he says he wants America to be part of a global climate deal when the first period of the Kyoto Protocol ends in 2012.
And he has offered to lead a new process under which the world's leading 15 emitters of greenhouse gases - including China and India - will be invited to Washington to discuss what they can do to cut emissions.
He wants that group to reach a consensus on a framework for tackling climate change within 18 months.
In the meantime each nation would set "midterm" goals "that reflect their own mix of energy sources and future energy needs" - code for: America will not sign up to anything that does not recognise its dependency on highly polluting coal.
"The United States takes this issue seriously," Mr Bush said. "The way to meet this challenge of energy and global climate change is through technology and the United States is in the lead."
He demanded that all nations should cut tariff barriers to the transfer of environmental technology - a move that would boost earning for high-tech American firms.
The statement was welcomed by UK Prime Minister Tony Blair as a major change in attitude.
But critics accused the president of attempting to divert attention from next week's meeting of the G8 leading nations, where Mr Bush will be under intense pressure.
He is being pressed to accept caps on American emissions of greenhouse gases and to join the global system of trading carbon emissions credits which is channelling billions of dollars into clean development in poor countries.
But a White House spokesman made it plain that both were unacceptable.
His plan was greeted with immediate scepticism by environmental groups.
"This is a transparent effort to divert attention from the president's refusal to accept any emissions reductions proposals at next week's G8 summit," said Philip Clapp, president of the National Environmental Trust in America.
Critics said Mr Bush's plans are just 'delaying tactics'
"After sitting out talks on global warming for years, the Bush administration doesn't have very much credibility with other governments on the issue," Mr Clapp added.
Tony Juniper, head of Friends of the Earth UK, said: "This is a deliberate and carefully crafted attempt to derail any prospect of a climate change agreement (at the G8 summit).
"The prospects of him getting this to some form of conclusion in 18 months are extremely slim," he said.
"Basically we should see this as a delaying tactic to keep the climate change issue off his back in terms of any real decisions until he leaves office (in early 2009)."
Worst-case scenario
In truth, it is impossible to write off the initiative completely.
The president's speech strikes a very different tone and any initiative to bring together politicians from the biggest polluters with business leaders must be a good thing - but only if it does not subvert the global negotiations at the UN and in the G8.
In a worst-case scenario the initiative could result in an American process held on American soil with American invitees discussing an American agenda.
The "goals" agreed might simply be goals to improve energy efficiency whilst increasing emissions.
And the process might undermine the already painfully slow process in the G8 and the UN.
We shall see.

Even if certain region hits record low temperature, it's not a indication of, so-called, global cooling. In fact, the claimed record low temperature is rather an indication of temperature irregularity which is a result of global warming.
Speaking of temperature, we put a word, average, before it. Even if some place on Earth hits 0 degree Kelvin for 1 second, it doesn't stay 0 degree Kelvin for a long period of time and cause the global average to substantially drop. The truth is, the average temperature keeps climbing.

It would be difficult to say Bush has been Environmental friendly and has steadfastly opposed most regulation measure since taking office. 7 years later I heard him speak the past couple of days and am wondering to my self...WTF?

Because... an inconvenient truth's whole foundation is based pretty much on a big lie and a bunch of 1/2 truths...at best...if you want to use "scientist"...like Al gore sites for his "docuwhatever". Then if you ask more than the few he sites as references...like maybe 100 independent scientist...they will all tell one simple fact:
That Co2 levels rise AFTER the temp rises...not before. Al based his whole book and movie on the false fact that Co2 levels rise BEFORE the Temp rises.
This being blatantly "false"...you can not possibly believe anything the guy has to say after that. Conversation over...he has lost all credibility with me.
It is really that simple...when it comes to Al Gore and his inconvenient-bs.
I do not have any expertise in this subject matter, but I have read over 15 items from different scientist from around the world and they all say with the scientific evidence avaliable...Co2 levels rise after...not before the temp.
And thats really the only point I wanted to make or discuss futher on this subject.
I am not a Republican and I do not hate the earth or democrats..lOL... I just do not like blatant lies and 1/2 truths being passed of as fact... to masses of people...who eat it up like its a "free supersize meal" from a fast food place.
I know one thing for sure...I worry about at lot of things and global warming is not one of them. Over the next 200 years or so...we all are going to have much bigger problems to deal with and all of them cause by the most disfunctional and destructive thing on this planet...man.

Hello Dan....I believe you and some others are badly misinformed on this subject and I think its because of your dislike of Al Gore. Like many others you seem to be placing your whole assessment of global warming on the message delivered by him. The truth about global warming can easily be verified by the climate changes happening in our world today.
Forget Al Gore and look at what's happening to our planet. Read about what the vast majority of our climate scientist are reporting everyday. You will have to search for these stories because the news channels are more interested in reporting about Anna Nicole Smith, OJ Simpson, and the latest, the TB guy. Everybody with an ounce of brains knows they run this worthless crap into the ground and leave off all the relevant and important news. If you want to read the important news you will have to search for it on the computer.
Don't close your mind to the real facts. Seek them out. Think about how important this is to the earth we live on and to the human race. Don't let your dislike or hate for one person cloud your judgement.

Scientist and medical personnel globally have been concerned and worried for decades now about this very scenario. SARS a few years back was cause for great concern.
But the worldwide government and health agencies have been focusing on the more exotic diseases such as ebola and hantavirus coming from third world nations.
Lately there has been a shift in focus of passengers with the mindset of a "suicide bomber" self inflicting themselves with anthrax or some other contagious disease, waiting until they were in full blown infectious state, and then getting on a plane.
This idiot ignored all cautions and recommendations that he not fly. Not only that, he altered his plans to return to the states by flying into Canada with his new bride in hopes of being undetected.

Not letting my feelings about Mr. gore cloud anything. I understand and believe we have global temp change, droughts, severer than normal weather...that's all true and I think its going to get worse. What is not true...is what a lot of Mr. Gore tries to pass off as "scientific fact"
I think we should all do the best we can and what is reasonable to help Mankind and the Earth. I just don't want to turn it into my Religion like Al Gore has tried to do.

Hi Dan....you seem to be a nice guy with his own opinion and I respect that. In defense of being labeled "a person from the left" let me tell you a little about myself. I'm not a liberal extremist but I vote the issues I believe in. If I could honestly support our President, I would but I can't support him on the 2 most important issues of our day, global warming and Iraq. If that makes me a person from the left then so be it but I am normally conservative and I support most of the republican conversative issues, but not all of them.
I'm not a strong liberal and when a republican runs for office that I can support I will vote for him. But I don't see any like that in the upcoming election. At this time there is only one person I would vote for if the election were held tomorrow and that is Al Gore. Of course he's not running but if he did run and was elected, he would (in my opinion) make one of the best Presidents we've ever had. Thats my opinion....you're welcome to yours.

I love the passion people possess relating to issues and beliefs. But poverty sucks, starvation sucks, exploitation of children sucks, war sucks, child labor sucks, natural and man-made disasters suck, no health care sucks.
The 29 year old woman brought into the ER dead as hell from drinking and smoking meth sucks because she leaves behind 4 children, the 15 year old girl shot point blank in the head by her boyfriend and witnessed by her own 14 year old brother in her own backyard at 2 am sucks, the 10 month old boy who had to be air lifted to a trauma center because of "medical error" sucks, the 31 year paraplegic who had to be airlifted 30 minutes later for an intentional overdose sucks, and the 17 year old illegal hispanic boy who came in and nearly died of a severe asthma attack because he and his father are illegal and were afraid of seeking a doctor but ended up seeing one in a near death situation sucks, and the 53 year old alcoholic going through DT's who's blood pressure topped 240 and blew an aneurysm in his brain and we coded for nearly 90 minutes and died sucks. That was just three nights at work. That is why I only work part time. Because life in general sucks for many many people not as fortunate as us.
Yes, we should all be concerned about global warming. But I am more concerned about what I, as an individual, can do to impact someone or something else.
The global warming thing is and will be out of our hands. You nor I nor Al Gore is going to persuade institutions or companies or nations to alter their ways or halt their growth. We'll all wake up one day and it may in fact be too late to change the course chosen.
But that is not a course I chose and that is not an action or a re-action that I can change.
There are more important things in life like life itself.
