I know of no census being taken every year.
So I have no idea what the hell this guy is talking about.
Seems everyone is making something out of nothing to get their self in some viral video.
I have no idea who he is but he raises some legit questions.
The questions on the census form are fewer this year than ten years ago, however they do include personally identifiable information. You are not obligated to fill the form in its entirety.

I had a guy come to the door and he never asked anything about job, income, number of cars, or utilities...
They did want full names, telephone numbers, (I think an email - not sure), number of people living here, whether I was living at this address before April... probably a few other things... I found the telephone question the most irritating, but I'm sure I didn't have to give it to him.
There are some good reasons to have a comprehensive census - but I think you could get away without doing it if you had serious privacy concerns - who knows though, that might bring more scrutiny to you and your house. Next thing you know there might be a guy with binoculars in the tree across the street !
Edit: Maybe he did ask about income range ?! I can't remember but utilities and cars definitely not.
