What's PROVEN is these countries grow immune to restrictions by finding ways around it, You know darn well that NK is buying goods from Countries that we do trade with, The only way a trade embargo is really going to work is using a blockade to completely off NK from the outside world.
As for cutting off aid, I doubt that will work either, Were dealing with a Country that cares nothing about it's people, as one poster indicated earlier.

It will be a wonderful world if things are really that simple. OF COURSE the existing North Korean ruling elites will survive even AFTER Kim Jong-il's death (in less than a year or not). The situation in North Korea now is very similar to that of China in 1976 when Mao is dying. Different factions will compete for dominant power, with or without a Kim figurehead. They will also almost definitely uphold Kim's flag in the transition period of YEARS to come.
The real underlying problem of North Korea is the lack of a practical political alternative, again, just like what is now in China. The ruling single party has dominated the political landscape for soooo long that dissidents are too infant to stand on their own feet.
More importantly, any significant change (whether internally initiated or externally forced) there REQUIRES the blessing of her not so gentle giant, China. However, China obviously does NOT want to see any instability in the region.

A country where they build amazing new apartment buildings just to secure them with guards and never finish them in the inside because all they supposed to do is let people believe that they can at some point of time have a nice life in one of those. A country where they have a few computers at the university just to show to the foreigners how "advanced" they are while they are not even working. Honestly, what do you expect?
