I really don't think it is necessary to point out that as (9) states that the sitting president of the US, George W., participated in 2005 in the meeting of the G-8. He gave the thumbs up to doubling the budget to $50 billion/yr.
We can call this Dubya-Doubled #1.
In (12) we see mention of the sitting secretary of state Ms. Rice (whom I greatly admire) is more or less taking the reigns of this program to create a new position to administer this budget.
Sen. Barack Obama and 30 co-sponsors are essentially showing a bi-partisan support of the already existing policies.

In the version posted to start out this thread, no where in the real version does it add up to $845 billion.
It does add up to $133 billion from 2000 - 2007 and if passed and doubled to 50 billion a year that would be an addition $400 billion until the year 2015.
The total I come up with is $533 billion - all approved by George W. Bush.
Perhaps the batteries were going low in the calculator of the author of that piece?
