WASHINGTON — The Obama administration is proposing a $200 million fund to help pay for security in cities that host the trials of suspected terrorists such as Khalid Sheikh Mohammed, the self-described mastermind of the Sept. 11 attacks.
The money will be included in a budget plan for 2011 of roughly $3.7 trillion that President Obama will submit to Congress Monday, a congressional aide said Saturday. The aide spoke on condition of anonymity.
The administration said late last year the trial of Mohammed and four others would take place in federal court in Lower Manhattan, near where the World Trade Center once stood. But because of growing opposition and rising costs, the administration now plans to hold the trial elsewhere.
New York Mayor Michael Bloomberg put the cost of tighter security at $216 million for just the first year after Mohammed and the others were to arrive from the U.S. military detention center at Guantánamo Bay, Cuba. New York City officials had warned of massive traffic jams because of the security that would have been required to host the trial.
Options for alternative trial sites include Alexandria, Va.
The Justice Department is looking at other sites, including some on military bases or at prison complexes.
Federal venue rules provide for wide leeway in choosing a location, requiring only "a plausible connection" between the crime and the district, said Stephen Vladeck, a law professor at American University.

Yeah, Khalid Sheikh Mohammed, "the self-described mastermind of the Sept. 11 attacks" was going to plead guilty in a Military court, this was before the decision came down to bring him and others to New York City to stand trial..... Now were going to give this murdering bastard a microphone so he can spew his anti-American hatred against the USA, for all the world to see?

how can an ivestigation cost that? surely there are secure courthouses already built? inside prisons too. the miltary is already there getting paid, like the police to protect. they work 24-7 shifts between them, so they don't need paying any extra

Obama Backtracks On NYC Terror Trials
Mayor Michael Bloomberg of New York has finally started to listen to his constituents. Last November, U.S. Attroney General Eric Holder announced that five of the 9/11 terror suspects, including Kahlid Sheikh Mohammed (KSM), would be tried in a civilian, Federal court in Manhattan, just blocks away from where the World Trade Center had once stood. The outrage was immediate by many New Yorkers, as well as across America.
President Obama stood by Holder's decision, arguing that it was in the best interest of all to demonstrate the soundness of the American justice system. However, as time passed the concerns for security and disruption of America's busiest city grew. The trial, expected to take up to three years to convene, could wind up costing New York City $1 billion dollars. Already cash-strapped due to the economy, Bloomberg has reversed his opinion and is now asking that the Federal government move the trial someplace else, or at least pay all expenses. There is also a growing bipartisan opposition in Congress to move the trials.
Originally, KSM and his fellows were to be tried at Guantanamo Bay before a military tribunal. The Bush Administration was originally rebuffed by the Supreme Court, but a later ruling in 2007 paved the way for the tribunals. In fact, as 2008 came to a close, the trial was underway, with Kahlid and the others pleading guilty and requesting the death penalty.
With the election of Barack Obama, all of George W. Bush's procedures were rebuffed. Eric Holder halted everything that had been in progress and began a 'review' of all previous policies.
After Bloomberg weighed in, the Obama Administration is now open to reconsidering their decision. Whether the trial will merely be moved to another Federal court location in the State of New York, or some other locale, or will it be handed back to the military is unknown yet. But the cage has been rattled and it seems that President Barack Obama is going to lose this battle.

Hmm...and all those enemy combatants that were captured, tortured, and then set free because they were not who they said they were? were not as important as they thought they were? had no useful intel?

No, the world is not laughing at us now. They were laughing at us in 2003 when we, without provocation or evidence, invaded Iraq.
And the world was laughing for the next seven years as the previous administration scratched their asses and their heads (because they could not tell the two apart) wondering why the world is against us, why was al Qaeda and its sympathizers getting stronger, why terrorism struck the US and its allies on a global scale, and what did we do wrong.
The world is not laughing now. It is patiently watching our next steps in hopes that we do not make the same mistakes again, and in hopes we don't have another Cheney and Bush who said, in relation to countries around the world, "F*ck em. They don't count"

That was the Filipino justice system before they were liberated by the US during WWII.
As a matter of fact, that was their justice system long after. It is what the Filipino population did to any Japanese raced people they could find - threw their asses down inside their volcano.
You see, the Filipino population was pissed that we entered into a treaty with Japan and allowed them to surrender. They were so f*cking pissed we just didn't keep making those huge mushroom clouds in the Japanese Isles.
Never one to forgive, the Filipino's started rounding up all Japanese Tourists and their cameras.
