It seems no one can get Russia to cooperate these days without the Federation playing hardball. I wouldn't be surprised to learn (from another cable perhaps?) the serial numbers were either fake, reassigned/modified by the Brits or the fact that it turned out to be a ploy by the UK and US to get Russia to sign the treaty.

They applied pressure on communist Russia by protesting against the oppressive regime throughout the 70s and early 80s. By the time they reached their 30s, Russians born in the 50s and 60s had learned about capitalism and had begun to speak out against communism, although they did it rather fearfully. By the time the man in the picture above became president, Russia was already en route to economic collapse. He attempted to introduce economic and political reforms through Perestroika in 1987. But it was already too late to save Russia. Still, protesters found their voice while he was president. He visited the Eastern bloc several times where crowds gathered eagerly to hear him speak. He was not a hardliner like all other presidents since Stalin. And he understood and accepted that the cold war and communism had done unfathomable damage to the USSR. He made no attempts to invigorate the USSR by doing things the old way. And till this day he is very well loved by the international community. Heck! The man won a Nobel Peace Prize.
If you don't know who he is you need to read up on him. You ought to thank: him, college students (now in their 60s) - especially those in the former Czechoslovakia and Romania, the Western media, pro-capitalist Russian businessmen and even the earlier American presidents who devised ways to keep nuclear materials away from the Russians and communism at bay. You see, if you are going to solely credit Reagan for the downfall of the USSR, you are being grossly unfair to the efforts and energies of others; they matter much too importantly for anyone to dare leave them out.
This needs to be preserved for all to see... What hypocrisy.
It's OK for Liberals like yourself to ignore the great efforts and energies from conservatives and Republicans, never giving them credit for anything... And you regard this as fair?

In one of the largest sums ever donated to charity by a U.S. public official, Vice President Dick Cheney and his wife Lynne gave away nearly $7 million last year to help the poor and to medical research.
According to income tax information released by the White House on Friday, the Cheneys’ adjusted gross income in 2005 was $8,819,006.
The sum was largely the result of Mr. Cheney’s stock options from Halliburton and royalties from three books written by Mrs. Cheney.
The Cheneys gave more than three-quarters of their income - $6,869,655 - to several charities, including George Washington University’s Cardiothoracic Institute and a charity for low-income high school students in the Washington, D.C. area, Capital Partners for Education.

They/he made so much money that they moved their world headquarters to Dubai so they would not have to pay income tax. yeah, what a f'cking charitable contribution...from us!
We pay taxes that are awarded to a contractor in the amount of tens of billions and they move world headquarters to Dubai to get out of having to pay taxes. Of course, we are also talking about the same person and same administration and the same company that had essentially awarded security of our own seaports to an Arabian subsidiary.
