First, it is a stupid, stupid, stupid thing for anyone to say. The fact that Rudi said is makes it even more asinine.

Now, one thing that many people seem to forget. The very fact that Homeland Security did not exist and was formed after 9-11 to help prevent this from happening is important.

Secondly, there was a presidential mandate that all intelligence agencies (CIA, TSA, NSA, FBI, Military and Civilian agencies) were to break down borders and lines drawn and to cooperate and share information. There were and are people in place to ensure this.

That is what failed. People and agencies failed.

Basically, the policies and people put in place by the previous administration failed. Sure, there is a new face on the Homeland Security Chief and she made some stupid comments. But even interviews with Tom Ridge clearly states that the systems put in place by the previous administration do not work simply because of the sheer size of it and the remaining lack of cooperation.

There is really no one thing to blame except personal failure on individual's parts that overlook these things. But even if it worked perfectly, there are 29 agencies and information databases that are part of this umbrella of information that people are supposed to connect the dots. Not an easy task.

Plus, always remember this. The terrorists are quite in tune to what we do to safeguard our people and places. They are always looking to finding a weakness and exploit it. In other words, they are always one step ahead.
