They oversee donations that are made, and that the organizations are actually using the money correctly. They even travel oversees sometimes to review US organizations who support services overseas.The problem immediately arises that you then need to insert a level of management to oversee the handing out of the money to the chosen organizations, run checks that the money is indeed spent the way it is meant to be spent, and put in a system of checks to make sure that all recieving organizations are carrying out there work properly. This needs to be done for each individual organisation. You have just incurred costs by doing this.
BTW, private non-funded schools in the US at least in some states have minimal supervision as well.
2. In no way shape or form would this require a specific employee for each organization. Just like the Department of Health is involved in supervision of restaurants, hospitals, etc.
3. I acknowledge this would require additional employees, but that amount would be negligible. Try doing some research and find out how many employees, and money gets spent today. My guess would be less then 5%.
4. Philanthropic organizations already exist. They would simply be expanding services, and regulating some of them based upon government regulations.
5. Grants as well already exist today.
