Domain without content is ok with me. Web site is not necessary.
Have you had your domain names evaluated in the past? I mean domain
appraisals. Without valuation we cannot be sure in the sale price. It's very
important for me in terms of reselling too. But we must engage a valuation
company with REAL manual service. So I will only accept valuations from
independent sources I and my partners trust.
To avoid mistakes I asked domain experts about reputable appraisal
companies.

I too used to get this scam sometime back . One day, I replied (in 2007 mid)
I got this guy conviced that I am interested in appraisal and made him come to yahoo chat online .
He was from African country "Namibia" - !!!!!!!!!!!!
He was a Free Lancer (although his mail said something estate)- !!!!!!!!!!!!
He was haggling and was tooo eager to get my money details - !!!!!!!!!!!!
He was getting too personal @ same time - !!!!!!!!!!!!
This happened all in 3 chats if i remember correctly and then kicked hime off!

I'm glad I googled this. It seemed a bit too good to be true.
Not only did the guy actually offer me more than I asked for in the first email, he totally seemed to ignore everything I had to say.
I'm trying to sell acpi.com, valued according to GoDaddy at almost $11k. I've got an offer on the table but I think it is too low, so I tried listing it everywhere possible. I thought this was a genuine lead off that. Apparently not :(
What I find interesting is people listing their domains on Godaddy that have an appraised value at maybe $300 asking for $5k. I'm willing to accept a sub-appraisal offer!

I don't believe in appraisals at all I think they are for suckers unless you you are going to donate the name and claim a tax write off.
I'm not going to let anyone tell me what MY names are worth and pay them to do so. Appraisals are just another marketing gimmick to make the people that do the appraisals more money and provide them an income stream.
If you listen to them in the long run you will sell you names far too cheap. I have sold almost every name that I have sold for ten times what other people told me it was worth that includes people on boards and other people trying to buy my names.
Save your money and buy another name or go out to dinner.

I'm Developing more than selling these days, here is one I'm working on at the moment:

I'd hate to say it but there isn't much the FBI could get against them - maybe a low end of fraud.
The claim they are interested in purchasing your domain - nothing illegal about this.
They want an appraisal and suggest one, or more, services. The "seller" voluntarily does one.
They decide against it.
The only way someone might be successful in fighting this is if they can prove that the "buyer" had no intention to purchase the domain, which is very hard to prove, or that they are affiliated with the appraisal company, which can also be hard to prove.
The fact that most of these people are overseas makes it even harder to not only investigate but also to prosecute.
The sad thing is that there is so much crap going on today on the internet and the people doing it are getting away with it. They get caught, their domain gets shut down, so what, they just get a new batch of domains (for email, for the company etc..) and they're starting over with little cost (what, maybe $40 in domains?).
All we can do is educate as many people as possible.

although scam there is nothing you can do reporting it cause practically there is no case.
also have in mind that this is not the same person, and most probably are operating thru sat links in Nigeria (as the famous Nigerian spammers) so going after the IP you will end up in pc's part of botnets.
