.biz domain lottery losses against class action suit

"Managers of the .biz Internet domain have agreed to pay roughly $1.2 million to settle charges that their system for handing out hot names such as "www.show.biz" amounted to an illegal lottery. "
I thought that was the GOAL ... an illegal lottery!? Why punish them for succeeding at what Registrars do, in some similar form or fashion? This is a drop in the bucket ... but good stuff! Thanks, Play
