Not much you can do from what I understand unless the transaction was from Ebay as PP acts like a bank but it is not regulated like the bank or FDIC insured.

I'm going to file a complaint/notice with the local police department - just in case some of his outstanding warrants are still active.... but want to seriously make an issue of this.
