    Bounced Echeck

Does anyone know if you can file a complaint for a bounced echeck the same way you would a regular check? This was via paypal - and paypal will do nothing. What jurisdiction would you file in? the check writer's ?
I'm going to file a complaint/notice with the local police department - just in case some of his outstanding warrants are still active.... but want to seriously make an issue of this.

Not much you can do from what I understand unless the transaction was from Ebay as PP acts like a bank but it is not regulated like the bank or FDIC insured.
