I'd say give him a negative and ban him.
Show that this is not a gamer's forum and business is serious.
Otherwise, starting to look like ebay.
To me it looks like a problem with English. He still thought you were offering $100 when you agreed on $250. The guy is confused (his messages to not jive with yours) and, on top of that, greedy. If you really want the domain, tell him that he said a price of $250 (quote that e-mail), you will buy it NOW (as in 24 hours) for $250, period. If he replies negatively, give him a negative rating for the sake of all of us...or if you no longer have an interest in the domain due to him being flippant, I would say it warrants a negative rating as well....and to agree with Dot Com, he should be banned.

1. I just saw he has only one positive feedback which was left by me on 07-28-2010. I can't remember which domain but that means we had a pleasure deal in the past.
2. He changed the price a few minutes BEFORE my deal confirmation.
