i am aware that a UDRP can be overturned by the decision of a US court. but does this apply to foreign courts in europe or asia or south america? can a decision by a venezuelan court overturn a UDRP too?

When a complaint is filed, the complainant must make a statement that they will agree to jurisdiction of at least one of (a) a court where the registrar is located, or (b) a court where the registrant is located. If the registrant files a suit in the court selected by the complainant within the time limit, then a UDRP decision will be stayed pending the outcome of that suit.
