I built a small forum "AtomicForums.com" and now I have someone intrested in buying it.
When I built it Invision Power Board was free, and now you need a license. What do I do in the selling process? Do I need to buy a license or would the new owner, or no one?
Please help me out.

It's still running the old 1.3, it's fine without the license. I wouldn't bother purchasing one. I sold IPBFree.com Hosting many, many (around 7000) 1.3 forums without any licenses, no issues.
