Political office domain names?

Are there potential infringement issues with registering names of political offices, such as:
montanasenator.com
or
orlandomayor.com
(fictional examples) and pointing them at a site whose content is unrelated to the name's lexical scope. For example, pointing them at a site on mathematics, software, or geology.

This case is something of a mess:

And this case was wrongly decided:

Thanks, John; I've read them carefully, and also found this strange decision:
http://arbiter.wipo.int/domains/deci...2001-0997.html
The panel found that "Chinese Resturaunt" is generic, but that "British Council"is not.

Issues I've often wondered about are:

a) If names like "montanasenator.com" and "orlandomayor.com" infringe someone's
trademark, who could own the mark?

b) Couldn't any student government senator be a "Montana Senator"? And, couldn't
any past (or future) mayor of Orlando be a "Orlando Mayor"?

c) The word "mayor" is a Spanish word whose meanings include "chief", "adult",
"elderly", "big", and "biggest".

d) Some cities are identically named: Paris, France and Paris, Texas. Which city
would a name like "parismayor.com" infringe?

Ok, we see how Canada reacts to .com registrations.

How does the U.S. govt react to .com registrations that they
do not own?
