Trademark question

I was looking at a trademark registration that was eventually approved.

It indicates that the trademark was:
"APPROVED FOR REGISTRATION SUPPLEMENTAL REGISTER"

What is the SUPPLEMENTAL REGISTER? Does a trademark approved for the SUPPLEMENTAL REGISTER have "less" trademark strength? How does it differ from a normal trademark registration?

The "Supplemental Register" is a sort of trademark purgatory for applications which were deemed non-registrable due to descriptiveness.
