Do you know how many people they had to ask?The name "JOE" identifies a living individual whose consent is of record.
Seriously, though, this kind of thing happens often. Someone intending to register a logo or particular phrase will send in an entire product label as the drawing of the mark, intending it to be a specimen of how the mark is used. Then they find out that they can't substantially amend the drawing, so they end up with the entire label as the registered "mark".
