There is a bill to prevent the use of certain US-based financial instruments to fund offshore gambling obligations.
It is largely irrelevant, since most card-issuers in the US already won't permit use for gambling websites, due to the rate of chargebacks. Ditto Paypal. That's why most of the casino sites use odd offshore payment mechanisms.
