If you're more into developing your site, and not as proficient in programming (like me) then vBulletin is without a doubt the best way to go. Just browse the internet and look at
all of the major players in the forum arena (er, DNF too). Everybody uses vBulletin. Why? Because, hands down, it's the best. For $160 you get a lifetime license and a year's free upgrades. After that, a nominal fee.
I'm a dunce when it comes to programming, and I had my forum installed on my host server in 15 minutes. It comes ready to run out of the box, but I must admit that if you want to tweak it for your own personal look and feel, then that does take some head scratching. But then, you can hire that out, or buy a custom skin for peanuts.
The vBulletin community is incredibly robust, as well. I've found another three or four independent forums devoted to vBulletin, for users, power users, webmasters, professional vBulletin installers, vBulletin "skin" developers, and on and on.
You'll never get a home made forum package for 160 bucks, if you do you'll get what you pay for. With the huge installed base, the vBulletin folks can devote countless engineering and support hours to their product.
