I'm not 100% sure, but I think you could legally be the owner of a .us domain. Anyone else know for sure?
He can, as part of the "Nexus" agreement e.g. if he offers services within the US. Some registrars do not allow REGISTRATIONS to happen if the querying IP is located outside the US but that's another story.
