Yes you can sell it the seccond you register it. The only condition is that with newly registered domain names, as per ICANN rules; the name has to be pushed to another account at the place which it was registered at. Meaning, if you register a name a Moniker.com, you cant transfer the domain name to GoDaddy.com for 60 days.

I still haven't figured out how to even transfer yet (I use Domains Priced Right) But I can call them and ask when I get my first sale![]()
