Did the rules change on selling a domain within 60 days of registration?

I'm a newbie to domaining, and I have purchased quite a few domains that I want to try to sell. Everything I have read indicates that you can "push" a domain to a new owner as long as they have an account with the same registrar you used to purchase the domain.

However, I just got off the phone with GoDaddy, and they said that I cannot transfer a domain to anyone until 60 days have passed since registration. They said not even to another Godaddy account. I asked the guy if he was sure, he said "let me double check", was gone for a minute, returned and said "yes you have to wait 60 days".

Is this a new rule? Has something changed?

If so, how could one even try to sell a domain during that time period? Or are you just forced to wait 60 days.

    Thanks,

Update: Thanks to each of you who replied. I really appreciate it. So I called Godaddy back, and this time I used the magic words "Account change", and explained the exact same scenario as I did to the rep yesterday, and he said "of course, as long as it changes to another Godaddy account, you can change it immediately". He then said "let me double check" (lol), then he returned and said "yes that is correct".

To clarify: a new domain registration cannot be transferred to another registrar for the first 60 days. This is an Icann rule.
But you can push the domain to another user account at the same registrar.
GoDaddy also has an additional rule of its own whereby they will lock down the domain for another 60 days if you make changes to the whois (ownership) record.
These restrictions apply to gTLDs: .com/.net etc.

So you can sell a domain immediately, however there is less flexibility for the buyer who will not be able to transfer to his/her favorite registrar at once. Plus, domain names often take years to sell

Never heard of it, unless its another BS GoDaddy rule...other than that, the 60 rule only applies to transfer outs

The GoDaddy rep was a newbie, that has happened before to me. He went back and ask the sup if you can transfer a name before 60 days and the sup said no which is correct, the proper verbage is "change accounts" not transfer. That is everbody's confusion.

I have had clients call Godaddy just to verify the legitamacy and they were told that I just bought the domain name today and I cant sell it to them until after 60 days so when they call me back I have to give them BS that it was just backordered into my account and renewed for a full year blah blah and yes I can change accounts to them to their Godaddy account today.
